The Six-Phase Purchase Process

Investor Qualification

Select a REGA-approved property in an open zone. Sale agreement drafted and reviewed in English and Arabic.

KYC & AML Compliance

Source-of-funds documentation, anti-money-laundering checks and enhanced due diligence, standard for cross-border transactions.

Contract Execution

Final contract signed. Funds transferred via regulated channels into an escrow arrangement overseen by NAL Lawyers.

RETT Payment & Registration

The 5% Real Estate Transaction Tax is paid and the transfer is registered with REGA in your name.

Title Deed (Sak) Issued

Your perpetual freehold title deed, the Sak, is issued. It is fully transferable and inheritable under the decree.

REGAReal Estate General Authority

The national regulator. Approves zones open to foreign ownership and registers all title transfers.

WAMIRReal Estate Brokers Register

Licensing and oversight of brokers and agents. Verify any intermediary here.

RERReal Estate Registry

Maintains the national property register and issues verified title data for listings.

SAMASaudi Central Bank

Regulates payment flows and escrow arrangements for property transactions.

ZATCAZakat, Tax and Customs Authority

Administers the 5% RETT and confirms tax compliance on every transaction.

AbsherNational Digital Platform

The Kingdom's government services portal, used for identity verification and official property record checks during transfer.

KYC Document Checklist
